This site serves its typefaces from its own domain rather than a font CDN, which means it redistributes them. Both are used under the SIL Open Font License 1.1, and both licences are served alongside the fonts as that licence requires.

How they are distributed here
Both files are the upstream Google Fonts releases, converted from TrueType to WOFF2 for the web and otherwise unmodified — no subsetting, no renaming, no change to the outlines or the metadata. Source Sans 3's Reserved Font Name is the reason: the OFL does not allow a modified version to keep the reserved name, and shipping the files unchanged avoids the question.
